The West Deer Township Board of Supervisors are pleased to welcome you as a resident and fellow citizen to the Township of West Deer.  An independent community since 1836, West Deer is characterized by its self-reliant people, rural-residential atmosphere, conservatism, and controlled growth patterns.  We believe you will find West Deer Township to be an enjoyable community in which to live.

LOCAL GOVERNMENT:

The Township Building is located at 109 East Union Road and is located on the orange belt.  The mailing address is: P.O. Box 2, Russellton, PA 15076.  Regular business hours are 8:00 a.m. to 4:00 p.m., Monday through Friday.

 

West Deer Township is a zoned community and has a number of ordinances regulating subdivision, zoning and building.  It is suggested that you inquire at the Municipal Building prior to initiating any expansion or building on your property.  There are requirements for driveway construction, placement of articles in the right-of-way, erection of signs, and various other regulations.  To avoid a citation, please contact the Code Enforcement Officer at 265-2780.

 

In addition to the elected positions, there are a number of vacancies each year on the following advisory boards and commissions: Planning Commission, Zoning Hearing Board, Parks & Recreation Board, and the Deer Creek Drainage Basin Authority.  Interested citizens are encouraged to apply.

 

 

DEMOGRAPHIC INFORMATION:

West Deer Township is the third largest municipality in Allegheny County with 28.65 square miles.  Seven (7) postal zones serve residents of the Township.  The municipality share borders with seven (7) other communities.

 

West Deer’s population is 11,563.  The Township maintains 60.3 miles of road.  In addition, there are 38.37 miles of state maintained roads, and 6.33 miles of county maintained roads.  Some major state-maintained roads include Little Deer Creek Valley Road, Cedar Ridge Road, East Union Road, Bakerstown Culmerville Road, and Starr Road.  The handling of road related problems can be expedited by contacting the proper agency (our Township Road Department at 265-1333, Pennsylvania Department of Transportation at (412) 781-3260, or Allegheny County at (412) 350-4005, depending on which road jurisdiction is involved.  It is illegal for the municipality to maintain or remove snow from State or County roads as well as private or non-accepted roads.  The Township is involved in a winter maintenance agreement with the Dept. of Transportation and Allegheny County that include certain state roads and county roads within the Township.  The West Deer Township Police Department patrols all public roads.

 

LOCAL TAX STRUCTURE:

The principal sources of income for the Township are from the Real Estate Tax, the Earned Income Tax, the Deed Transfer Tax, Emergency and Municipal Services Tax, Per Capita Tax, and Fire Tax.

 

Multiplying the assessed valuation of your property by the real estate tax rate established annually by the Township derives the Real Estate Tax.  The assessed valuation is determined by Allegheny County.

The Earned Income Tax is a levy of one (1) percent on all salaries, wages, commissions, bonuses, incentive payments, fees and net profits of businesses, professions, and other activities.  New residents are to obtain the earned income tax (wage tax) forms by calling:

FIRE AND AMBULANCE SERVICES:

Residents of West Deer Township are served by West Deer Volunteer Fire Companies 1, 2, and 3.  Emergency medical services are provided to residents by the West Deer Emergency Services group.

All of these groups provide you and your family with front line fire fighting, first response rescue, basic and advanced life support, and emergency medical care.  The E.M.S. is staffed seven (7) days a week, twenty four (24) hours a day to provide a quality service to the Township residents.

CHURCHES:

Within or near West Deer Township, churches of nearly every major denomination are available.  We encourage you to worship at the church of your choice.

 

POSTAL ZONES:

People living within the municipal limits may be served by one of seven (7) different post offices: Allison Park, Bairdford, Cheswick, Curtisville, Gibsonia, Russellton, and Tarentum.

 

 

VOTING:

You are encouraged to register to vote.  Pre-stamped mail-in registration forms are available at the township building, post offices, and banks.

The Parks and Recreation Board is a seven member all volunteer board that meets on the 4th Wednesday of each month at 7:00 p.m. at the Township Building.  The Parks and Recreation Board welcome and encourage you to attend their meetings.  Their mission is to oversee the public parks, play-fields and all public recreation facilities owned and controlled by the Township and to provide a variety of recreation opportunities to all of the residents. 

 

PARKS:

There are two major recreational facilities in West Deer Township.  One is a 94-acre township park, located in Bairdford.  Bairdford Park was designed for active recreation such as, baseball fields, soccer fields, tennis courts, basketball courts, sand volleyball court, picnic areas, playground equipment, and a large pavilion, which can be scheduled for family reunions, company picnics, etc.  In addition, also located in West Deer Township is Deer Lakes Park, which is an Allegheny County-owned facility, but is more passive recreation, such as fishing, picnicking and hiking/trails.  For more information on Bairdford Park, call (724) 265-3680 and for information on Deer Lakes Park, call (724) 265-3520.

 

 

 

DOG LAWS

State Law prohibits dogs running at large throughout the Township.  The owners of all dogs must keep them either on a leash or in a pen or similar enclosure.  Violations of this law may subject the dog owner to a fine of up to $300.00.

All dogs in Allegheny County must be licensed.  Licenses, either annual or lifetime, must be obtained through the County Treasurer’s Office at the County Office Building in downtown Pittsburgh.  The Township cannot issue the license although applications for the County license are available at the Township office.

TRASH COLLECTION

1.  Trash should be at curb (within 6 ft. of the road where truck travels past) on your collection day by 6:00 a.m.

2.  ALL trash should be bagged, boxed, bundled or contained in some manner.  Each parcel should weigh no more than 40 – 50 lbs.  Cans or bags cannot exceed 45 gal.

3.  Dirt, sod, rocks, bricks, cement, building material, remodeling materials, Freon (refrigerators, freezers, dehumidifiers, or air conditioners) are not included in your regular service.  Please call Morrow Refuse office for information on disposal of these items.

4.  Trash not out on time or not prepared properly will be picked up on the next scheduled pickup day. 

5.  Tires – limit of two per week without rims.

 

RECYCLING

1.  Recycling is BI-WEEKLY on the same day as your regular trash collection beginning the week of September 11, 2005.

2.  The following items are to be recycled:  clear and colored glass, aluminum and bi-metal cans, newspapers (placed in paper bags), and plastics #1 & 2.  Most small mouthed plastic bottles and jugs such as milk jugs, soda bottles, detergent and shampoo bottles, etc. are acceptable recyclables.

3.  It is not necessary to wash your recyclables but PLEASE rinse all food and residue from items set out for collection.

4.  Recycling bins are the property of West Deer Township.  When you move, please make sure the bin is left at the residence for the new tenant.  Bins are available at the Township Building at 109 East Union Road. 

 

 

SENIOR CITIZEN PROGRAM

This program is available to those of you who are 65 or older.  In lieu of paying a monthly rate for trash collection, you purchase stickers which are to be placed on each 30 gal. bag you set out for collection.  Stickers are $1.75 each.

In order to be eligible you must first show proof of age at the West Deer Township Building or you may send a copy of your driver’s license (or another verification of your age) along withy your first sticker order to Morrow Refuse Inc.  Please note that you must purchase stickers on a regular basis to remain on the program.

LEAF COLLECTION:

 Leaves may no longer be disposed of at the landfills.  This does not include grass clippings.  Morrow Refuse will take grass clippings as long as they are bagged and dry.

For your leaf waste, the Township sells biodegradable paper leaf composting bags that have a 30-gallon capacity at a cost of $2.00 for five (5) bags.  Once full, these bags may be deposited at the designated location behind the Township Building.  

 

 

WEST DEER LIBRARY:

The West Deer Library is free and open to all residents of West Deer.  The library is run completely by volunteers and is headed by Librarian, Kathy Myers.

The Library has something for everyone; including audio books, videos, adult fiction and nonfiction, young adult and children’s fiction, juvenile nonfiction, two computers with Internet access and board books for the very young.

The Library is currently located on Route 910 next to the Senior Citizen Center.  Library hours of operation are Monday and Wednesday evenings from 6:00 p.m. to 8:00 p.m. and Saturday mornings from 10:00 a.m. until 12 noon.  The telephone number is (724) 443-5655 and it is recommended that you call before visiting the library.

 

BOARD OF SUPERVISORS MEETINGS:

The West Deer Township Board of Supervisors meet the 1st & 3rd Wednesday of each month at 7:30 p.m. at the Township Building located at 109 East Union Road.
